warn about the puppet-master -> puppetserver transition

This documents the possible issues surrounding the puppetserver upgrade. Some of it is derived from a draft of a NEWS.Debian file that's flying around right now.

We explicitly do not mention the puppet -> puppet-agent transition or the reintroduction of puppetdb, as I am not sure where they would fit. The puppet-agent transition, in particular, should be fairly transparent for users.
