upgrading.dbk: add link to apt_preferences

Updated tags to create a functional link for apt_preferences(5) in the 'Disabling APT pinning' section.

The old tags displayed the man page nicely, but didn't add a hyperlink. This format now includes a hyperlink, matching the sources.list(5) man page reference earlier in section 4.2 Start from "pure".
