d/control: Update postgresql-N-debversion packages

Version 10 doesn't (seem to) exist at all and 9.6 is for oldoldstable and 11 is for oldstable.
And add the versions for Bullseye and Bookworm.

Why was this closed?

I assumed they weren't interested due to not being merged after almost 6 months, while AFAIC this is a FTBFS bug.
