Existing spreadsheet budget estimation

Tzafrir Cohen requested to merge tzafrir/dc21-data:spreadsheet into master

Copy over budget.fods from the bid. This is a very rough estimation of the budget. At this point it's probably still handy to play with the numbers in a spreadsheet.

Adapt it to exporting data to a ledger format and add a script to do that: the first sheet will be included in the CSV export.

Usage: ./gen_ledger > expeses.ledger
