Minor changes

This fixes a line too long and adds a white gradient to the footer, as originally intended for the template (feel free not to pick this commit). I might hardcode a gradient in the template anyway for future editions (should they reuse the template).

Remarks not included in this PR:

  • “on the mainland” <- do you have other time zones on your islands?
  • I think the bit about Argentina should fit in a single page, so that there’s no awkward half-empty page and we don’t bore the reader too much
  • Do we really need to talk about how Debian France doesn’t collect VAT? The amounts are written in USD, leading me to think SPI will be the main TO for this year
