Let DCSchedule see users who haven't arrived yet, if they've opted in

Stefano Rivera requested to merge expose-not-arrived-users into master

Involves some schema changes, because they make sense:

  1. The container of the list of users is now people not arrived.
  2. Each user has a boolean arrived field.
