Bursary partial contribution

Add a mechanism to encourage and accept partial food and accommodation bursaries.

On the review screen:

Clicking through to the bursary page:

If you make a contribution:

The contribution won't be invoiced until the bursary is approved.

I'm sure there is more complexity that we'll have to deal with, but this looks like the broad strokes.
