settings: don't make attendee list public

Antonio Terceiro requested to merge no-public-user-list into master

We usually set this in specific Debconf sites, but it was not set for MiniDebconfs because I didn't realize this was needed. Not having a public attendee list is IMO a sensible policy, so let's just set this centrally for all sites.
