d/control: Make libayatana-indicator3-dev Multi-Arch: same

As far as I can see, it would be co-installable for different architectures as soon as libayatana-ido3-dev is.

Closes: #1132399

Includes !2, to fix a FTBFS.

Until ayatana-ido!4 (merged) has been merged and released, this is harmless but not practically useful.
