Do not include buildflags.mk before setting DPKG_EXPORT_BUILDFLAGS = 1

Dmitry Shachnev requested to merge mitya57/veyon:fix-armel-ftbfs into master

We already include it after setting it, but it is no-op when it is not the first inclusion.

This makes sure -latomic flag is really added on armel.
