d-e-r-p.c-f: Fix transparent proxy support, don't use e2guardian if SSL bumping is disabled

@dzatoah The disablement of e2guardian for now is only in squid. The e2guardian_d-e-r.service is still running if SSL bumping is disabled.

I did not dare to touch the service enablement/disablement at this point of the Debian 13 freeze. This can be amended later on.
