Place munin configuration in include file

Guido Berhörster requested to merge personal/gber/munin-systemd into master

Ensure a munin.conf file exists so that include files will be included. Ensure MUNINDIR is always set. Drop configuration settings which were set to upstream default values. Ensure Remove support for ancient munin versions. Closes: #762652.

On systemd systems add a timer for sitesummary-client replacing the corresponding init script and add a timer for sitesummary maintenance as a replacement for the cron job on systemd systemd. Both fix lintian warnings.
