more clear conffile handling in debian/preinst

This adds some seventy lines of preinst shell script to handle the free-file to dpkg-conffile migration in a policy compliant way.

autopkgtest now succeeds (no dpkg conffile prompt on adduser installation any more), there is still an issue with piuparts.
