Document the intent of the --no-create-home option

Here, I simply applied some code cleanup and added documentation to clarify the meaning of the --no-create-home option.

In the BTS entry, we had initially decided to add a new --homeless option. I decided not to go this route for reasons I summarized on the BTS thread. Please follow up there if you would like me to proceed with adding that option. This MR is labeled as a "Draft" until that discussion is finished.
