major rework of logging and everything

This is the big change set for the new logging. Numerous drive-by stuff has also been done, most notably

• conversion of AdduserCommon to be a proper perl module
• running with use strict and use warnings universally
• having the code now perlcritic free
• unified return codes

Nearly no brick is still at the former place, but alas, the test suite completes successfully.

I do not have a clue how much of the team is still around, but I'd still love to have those changes reviewed.

Obviously, this is to be merged and uploaded only after the bookworm release and aims for trixie.
