Allow the package to be built with dgit

dgit is opinionated about not excluding .gitignore from the contents of the source package because it's part of the source code for the purposes of the author's preferred form of modification, but the tar-ignore option by default removes the .gitignore file. Restrict tar-ignore to only removing the .git directory so that the package can be built with dgit.
