Standardize set -e in maintainer scripts

Remove the duplicate -e from the #! line of preinst, and delete the unused prerm maintainer script (which didn't include set -e). This makes all scripts uniformly use set -e as a command rather than using it on the #! line, which among other things makes Lintian happier.
