Apply distro CXXFLAGS when boostrapping b2 (LP: #2073861)

Simon Chopin requested to merge schopin/boost:b2-buildflags into master

We'll be shipping this patch in Ubuntu.

In addition to the various security flags, this should also add debugging symbols for /usr/bin/b2.
