New upstream 0.4.3

Upstream 0.4.3 requires some minor changes to the packaging, which I've included here.

This builds and fixes BTS #976366. I am agnostic as to what package is buggy---but that issue is unreproducible for me with ckb-next/0.4.3 and systemd/247.1.
