Update codfis packaging to recent standards

This package has been orphaned by its previous maintainer, and was not properly handed to the QA team. Update its packaging to recent standards and its maintainer.

Some lintian issues cannot be properly resolved IMHO, as the upstream seems to be gone since 2015; at least that's as far as the wayback machine can bring us back to it in its original location. Therefore, forwarding patches, and adding metadata have been left aside on purpose.

PS: I've done this update as a way to learn more about packaging itself.
