Fix some issues reported by lintian

Update lintian override info to new format on line 1, 2, 4. (mismatched-override)
Trim trailing whitespace. (trailing-whitespace)
Use secure URI in Homepage field. (homepage-field-uses-insecure-uri)
Use set -e rather than passing -e on the shebang-line. (maintainer-script-without-set-e)
Remove uploaders from orphaned package. (uploaders-in-orphan)
Bump debhelper from old 12 to 13. (package-uses-old-debhelper-compat-version)
Set upstream metadata fields: Bug-Submit (from ./configure). (upstream-metadata-file-is-missing)
Update standards version to 4.6.1, no changes needed. (out-of-date-standards-version)
