Gbp-Dch: Ignore

With the arrival of postgresql 15, database users are not allowed by
default to write to arbitrary database. This means that
dbconfig-common should make the database user the owner of the
database. Most changes in this commit are to fix the testsuite, the
real change is the addition of ' owner $dbuser' to the creation
command.

CREATE DATABASE offers the parameter ENCODING, LC_COLLATE and LC_CTYPE.

While ENCODING can already be specified with
dbc_pgsql_createdb_encoding
this patch adds the option to set

LC_COLLATE by dbc_pgsql_createdb_collate

and/or

LC_CTYPE by dbc_pgsql_createdb_ctype

        Since type and command -v were mandated by POSIX, this utility
        is no longer useful for maintainer scripts and thus will be
        removed from debianutils.

Fix mysql grant for database names containing hyphens

Commit 0f07c3d6, merged in salsa with !3, introduced a regression
handling database names containing hyphens, which made dbconfig-common
fail in postinst when creating a database user for a database containing
a hyphen.

Escape the database name again to reestablish old behaviour.
