Omit requirement to have any git tags in respository and to skip trying to compare build to previous release

When doing release, build both source and binaries, so result is ready to be uploaded to NEW queue
This can now be used to build e.g. entirely new packages, which appears to be common while mentoring aspiring Debian Maintainers.
