dh_strip: fallback to file --mime-encoding to identify static libraries

Luca Boccassi requested to merge bluca/debhelper:dh_strip into master

Perl -B sometimes gets it wrong, so if it says a libfoo.a is a text file fallback to file --mime-encoding which seems to be more reliable.
