uscan: add optional V prefix in @ANY_VERSION@

I'm the maintainer of kristall, a package that use tags with capital V. For example V0.4, V0.3, etc. Because of this, I have to add a V? before @ANY_VERSION@ in the watch file. I think it might be the case for other maintainers so I'm opening this MR to see if you agree.

I tried to mimic the last change that added the v prefix, but if I'm missing something, let me know.
