mk-build-deps: Actually use MKBUILDDEPS_ROOTCMD

Diego Escalante Urrelo requested to merge diegoe/devscripts:diegoe_mk-build-deps_rootcmd into master

The script gained the ability to configure its --root-cmd option through devscripts.conf in 8316452e, however the value was never actually used in the following code making the configured file-based option useless.
