Add example of manpage in Markdown format

Rafael Laboissière requested to merge rafael/dh-make:pandoc-manpage into master

The resulting manpage debian/manpage.md.ex, in Markdown format, can be built with pandoc. The instructions for building it are given in the file itself. Its contents mimick the contents of lib/debian/manpage.xml.ex.
