Include a generic .gitignore in the base debian/ template

Otto Kekäläinen requested to merge otto/dh-make:template-gitignore into master

It is common for dpkg-buildpackage to output build artifacts in subdirectories of debian/, and for maintainers to add a .gitignore for it. This dh-make package itself is an example of that. Do a favour to all maintainers and include the most basic of .gitignore in the template.
