Enable build tests

Enable (some) build tests. These tests would have been sufficient to have caught https://bugs.debian.org/1107821 as soon as dia was rebuilt against the newer libxml.

The exports directory contains 140 tests, 138 of which fail with errors like

Files tests/exports/Zigzaglines.wpg and
/build/reproducible-path/dia-0.98+git20250126/tests/exports/wpg/Zigzaglines.wpg differ

I don't think this merge request is trixie material, in part because there are 2 appstream deprecation commits in Salsa that feel unnecessary for Trixie.
