Draft: rename [mentors] to [mentors-ftp]

Kentaro Hayashi requested to merge kenhys/dput-ng:update-mentors into master

It seems that there is a case that ftp port is blocked by network providers nowadays.

As mentors.debian.net also provides https method, it may be better to switch [mentors] to [mentors-ftp] and provides [mentors] which uses https instead.
