d/patches: Add upstreamed patch to find the SDL3 WSI successfully

For more details please see the upstream PR https://github.com/doitsujin/dxvk/pull/4835, which has been accepted and also cherry-picked to the v2.6.x branch, or the Debian bug.

I sent a follow-up PR to https://github.com/doitsujin/dxvk/pull/4838 which will allow us to set -Dsdl2=enabled -Dsdl3=enabled -Dglfw=disabled explicitly (!9 (merged)).
