Draft: reworked packaging for deeper system integration of GNUnet

This merge request contains a series of changes that aims to provide better system integration of GNUnet into Debian by the following means:

  • Running a system-wide GNUnet peer
  • Running a reduced peer per user
  • Hooking GNU Name System (GNS) resolution into the system name resolution
  • Integrating the GNUnet GNS proxy into browser configuration (per user)

These changes are still experimental and are not yet ready to be merged.
