Ship gpgme-json with libgpgme11.

Related to Debian Bug report #911189

gpgme-json is needed for browser extension like Mailvelope to utilize the gpgme library. This mr includes the gpgme-json binary into the package libgpgme11.

Rational:

  • A new gpgme-bin package seemed not sensible to me, as the other binaries (TODO) are already included in other packages (libgpgme-dev).

  • As the gpgme-json is basically only a thin layer used to utilize libgpgme it seemed sensible to me to simply put it in the same package.
