No other changes were required.

Add #DEBHELPER# marker to gpm.postinst and change quite some
maintainer script stuff which otherwise wouldbn't need touching and
worked fine for years.

Fixes lintian warning "national-encoding".

Since systemd always reads the EnvironmentFile before calling
ExecStartPre, I'd either have to make a second .service file which
generates the EnvironmentFile and refer to that in Before, or I just
make a simple shell script wrapper which parses gpm.conf (as the init
script does) and call gpm with the correct parameters taken from
gpm.conf.

Unfortunately systemd is too short-tempered and checks for the pid
file before gpm could create it, and only checks for it once. Hence
the wrapper script needs to end in a "sleep 1" call after the actual
call to gpm (which is forking).

The .service file is based on a .service file written and provided by
Moritz Mühlenhoff. Thanks!

Also update the prerm script to also take systemd as init system into
account.

This reverts commit e22d1a96.

It hardcodes a device type and doesn't respect /etc/gpm.conf.

And Moritz wrote in

found some other issues preventing startup.

Build-depend on "debhelper-compat (= 12)" to replace debian/compat.
