various build improvements

@duck This enables the build to succeed even when dh_auto_test is skipped. Closes: https://bugs.debian.org/1050769

The build commands are more similar to what I've seen used in other Rust apps packaged in Debian. However, most of these apps use meson as a build system so we still need to handle the build and install ourselves.

It reorganizes the location of the fix permissions override.

I don't use greetd so please check to make sure the binary packages still work.
