Fix FTBS and watch file pattern

  • d/watch: fix expected archive pattern Fix the archive pattern to match that now used by github.

  • d/rules: fix typo that causes build failure Create third_party/protobuf/ rather than Ithird_party/protobuf/ to fix a build failure.

Testing of watch file fix:

$ uscan
uscan: Newest version of grpc on remote site is 1.41.0, local version is 1.30.2
uscan:  => Newer package available from:
        => https://github.com/grpc/grpc/archive/refs/tags/v1.41.0.tar.gz
Leaving ../grpc_1.41.0.orig.tar.gz where it is.
