Add provides to debian/control.
convert-bdic can be moved to Build-Depends-Indep (because it is only used when building Architecture: all architecture independent packages. This means it doesn't need to be installed for a few of the build targets, like clean.
The policy says that we should provide the virtual packages hunspell-dictionary and hunspell-dictionary-nl.
