[stable update] Add patch to fix -m fwmark option in some ip-rule configurations

Daniel Gröber (dxld) requested to merge dxld/iputils:fix-fwmark into master

In certain cases involving ip-rule policy routing ping will either use the wrong source address or fail to send probes entirely. See patch description for details.

This was fixed in iputils=3:20211215-1 but bullseye is still affected. The included upstream patch fixes this.
