Move ir-ctl from v4l-utils to ir-keytable package

All the infrared related tools should be in the one ir-keytable package; also ir-ctl does not belong in v4l-utils, it's nothing to do with v4l.

We're working on a new tool which replaces both ir-ctl and ir-keytable with a single tool, and upgrading will be easier in the future if both are in the same package.
