Update build-dep for xxhash and wolfssl

  • Bump build-dep of libxxhash-dev to >=0.7.3 due to lack of pkg-config file in previous versions (configure fails without).
  • Bump build-dep of libwolfssl-dev to >=4.2.0 due to lack of the TLS1_1_VERSION, TLS1_2_VERSION, and TLS1_3_VERSION macros in previous versions (configure fails without).
