Add build time and dep8 testing

Ural Tunaboyu requested to merge uralt/linkify-it-py:add-testing into master

As part of including this package in main for Ubuntu, it is strongly encouraged for it to have build time and autopkgtests. This re-enables the build time tests that were previously disabled in d/rules and adds minimal autopkgtests running the same test suite (LP: #2113885).

While it isn't strictly necessary to include these changes in Debian, we would appreciate if you are willing to accept the patch so Ubuntu doesn't have to carry a delta for linkify-it-py. Thanks!
