Debian package: updated changelog, control, copyright, and refreshed patches

Adoption of the moc package for Debian maintenance.

Changes included in this MR:

  • Updated debian/changelog, debian/control, and debian/copyright.
  • Reformatted debian/patches metadata (no actual changes to patch content).

Note: autopkgtest for i386 fails, expected as Debian 13 no longer supports 32-bit architecture.
