Update netplan.io to 0.107.1

This updates netplan.io to 0.107.1 (https://github.com/canonical/netplan/releases)

It also includes 2 distro patches that addresses an issue reported recently related to the prefix appended to IPv6 addresses in Wireguard when the user omits the prefix and fixes the autopkgtests related to OVS.

I also created a PPA for Ubuntu and checked that the autopkgtests are passing https://autopkgtest.ubuntu.com/results/autopkgtest-noble-danilogondolfo-netplan/noble/amd64/n/netplan.io/20240108_141208_ccc6c@/log.gz

The tests that are currently flaky on s390x are still flaky...
