Patch to support u! type (Closes: #1118619)

This pulls in a patch I have proposed upstream to add support for the locked user type (u!) which is used in Debian (noticed in pcscd/2.4.0-1).

I think it is worth bring this forwards so that initscripts and run scripts can take advantage of the new user without breaking on systems using opensysusers.
