New upstream release + other stuff

Hi!

This merge request updates pkgconf to the latest upstream release. I'm also offering to co-maintain pkgconf, since I use it pretty much daily, I maintain u-config (another pkg-config implementation), and muon (another package I work on) depends on libpkgconf.

After merge, I can do the upload myself without issues.
