Fix some issues reported by lintian

• Trim trailing whitespace. (trailing-whitespace)
• debian/copyright: use spaces rather than tabs to start continuation lines. (tab-in-license-text)
• Bump debhelper from old 12 to 13. (package-uses-old-debhelper-compat-version)
• Set upstream metadata fields: Bug-Database, Bug-Submit, Contact. (upstream-metadata-file-is-missing, upstream-metadata-missing-bug-tracking)
• Update standards version to 4.6.0, no changes needed. (out-of-date-standards-version)
• Set field Upstream-Contact in debian/copyright.
• Set upstream metadata fields: Repository-Browse.
• debian/watch: Use GitHub /tags rather than /releases page.
• Remove obsolete field Contact from debian/upstream/metadata (already present in machine-readable debian/copyright).
• Update standards version to 4.6.2, no changes needed. (out-of-date-standards-version)
• Set upstream metadata fields: Repository. (upstream-metadata-missing-repository)
