Remove Python 2 package plus packaging improvements

The main aim of this work is to fix (Debian Bug 937834, to remove the Python 2 package).

Since this package is in collab-maint, I've also made some additional improvements to the packaging.

I intend to upload this to unstable as soon as it is OK to drop the Python 2 package; please let me know if you'd rather do that yourself.
