ci: Enable Salsa's CI

Enabling Salsa's CI can help to spot build issues early.

To enable it, go to Settings > CI/CD, expand General pipelines and set CI/CD configuration file to debian/salsa-ci.yml.
It's preferable to do that before merging this MR as otherwise the pipeline(s) won't get automatically triggered.
A workaround I've found is to make a CI/CD schedule and trigger it from there. Enabling a schedule may be useful in itself too.
