Supersede should also delete for equal version

Simon Richter requested to merge sjr/reprepro:supersede-equal into master

According to the manual, the existing package is deleted on supersede unless its version is higher than the available version, so it should also delete if they are equal.

This also makes sense for the use case where packages are published in a private repository until they are installed into the distribution.
