Move packaging to debian/ team (leave Debian Science team as Maintainer to have some team and not a person as maintainer)

Its to early for removal of `Rules-Requires-Root: no` but leave some comment / warning in DEBUG mode that this will be removed in future

Do not add 'Rules-Requires-Root: no' to d/control any more but rather remove it since its default now Closes: #1091928
